Winchester is a small student market with a plan-led ceiling. The Local Plan adopted in March 2026 allows for around 500 new student bedspaces to 2040, the university plans to build some of those itself, and heritage limits height and scale. That makes scheme size, not market depth, the main issue for lenders.

Who needs student accommodation in Winchester?
Demand for student housing in Winchester comes mainly from one institution, known locally as Winchester University. Winchester City Council's evidence puts the University of Winchester at approximately 7,000 full-time students, about three quarters of the district's full-time students (Winchester City Council, July 2024, citing the 2020 SHMA). HESA data puts the city at approximately 8,000 full-time students in 2023/24, a lower international share than in the larger Hampshire cities (HESA 2023/24, approximate).
The second source of demand is the Winchester School of Art, part of the University of Southampton, whose halls at Erasmus Park provide 381 bedrooms (Winchester City Council, July 2024).
The University of Winchester guarantees a room to full-time first-year undergraduates who make it their firm choice and apply by the deadline, 17 June 2026 for UK students entering in 2026 (University of Winchester). The guarantee keeps first years in university halls, so private student accommodation competes mainly for returning students and those who applied late. For them, Winchester student accommodation is a choice between a private studio or cluster room with bills included, and a shared house with bills paid separately. Student living near the universities, within walking distance of campus, is what private schemes sell.
How does the Winchester District Local Plan limit new student beds?
Winchester City Council adopted the Winchester District Local Plan 2020 to 2040 at Full Council on 24 March 2026, replacing the 2013 Joint Core Strategy and the 2017 Local Plan Part 2 (Winchester City Council). Its student accommodation evidence sets out a planned supply rather than open-ended growth.
| Source of supply | Bedspaces | Status as reported |
|---|---|---|
| Local Plan allowance, 2020 to 2040 | c. 500 | About 200 dwelling equivalents |
| University of Winchester own PBSA | 250 to 350 | Planned by 2028 |
| Three private PBSA schemes | 310 | Under construction or recently permitted, 2024 |

An Article 4 direction on HMOs at Chalk Ridge came into effect on 19 December 2022 (Winchester City Council). Our monitor also recorded an outline application for a 336-bed PBSA scheme, lodged in July 2025 and still pending in mid-2026 (Capital Monitor, H1 2026). Measured against a plan-period allowance of about 500 bedspaces, a single scheme of that size would be a large share of the total, which is why need evidence carries so much weight here.
Where is student accommodation near the universities in Winchester, Hampshire?
Student accommodation in Winchester clusters around the University of Winchester's King Alfred and West Downs campuses, with little room for PBSA in the historic city centre.
King Alfred Campus
The University of Winchester's main campus, located off Sparkford Road on the west side of the city, where most of its halls, including Burma Road and Queens Road, are clustered. New student housing close to King Alfred has the strongest letting case.
West Downs
The university's second campus, a short walk from King Alfred, with halls at both en suite and shared-bathroom price points.
Stanmore
A residential area south-west of the campus, close enough for students who live in shared houses after their first year.
Fulflood
Terraced streets near the railway station, part of the private rented market that returning students use.
Winchester city centre
A small historic core around Winchester Cathedral and the Great Hall, where heritage constraints leave little room for PBSA.
What do University of Winchester halls cost in 2026/27?
University hall rents are the only dated benchmark available for student accommodation in the city, and they include bills. For 2026/27, a self-catered en suite room costs £212.45 a week at Burma Road and Queens Road and £185.50 at West Downs, while a West Downs standard room with a shared bathroom costs £157.15, all on 39-week contracts. Catered rooms at St Elizabeths and Beech Glade cost £220.99 a week on 34-week contracts (University of Winchester).
We have found no dated private-market rent benchmark and no occupancy data for Winchester, so we do not quote either. A private student accommodation scheme's rent case has to be built against these hall prices, the cost of a room in a shared house plus bills, and its own letting evidence.
Financing a student scheme in South East England
Winchester schemes tend to be smaller and lower-rise than in Southampton or Portsmouth, and size shapes the finance in three ways. A building below 18 metres and seven storeys sits outside the Building Safety Act's higher-risk regime and its Gateway 2 wait. A development providing fewer than 30 PBSA bedspaces falls below the Building Safety Levy threshold from 1 October 2026. And smaller loans point towards specialist banks and development lenders rather than institutional debt; in H1 2026, 78% of the property-secured charges in Winchester postcodes that we could match to a lender type were to specialist or bridging lenders (Capital Monitor, H1 2026).
- Need case. Evidence that the scheme fits within the Local Plan allowance and does not duplicate the university's own delivery.
- Heritage and design. A realistic consent strategy for a historic city, reflected in the programme.
- Rent position. Rents benchmarked against university halls, which let first years under the room guarantee.
- Leverage. Indicatively 60 to 70% of cost for development, capped at 60 to 65% of GDV; up to 70% LTV on site bridging.
All lending is subject to status, valuation and lender criteria. We are a finance arranger and introducer, not a lender. Nearby markets: Southampton, Portsmouth and Guildford.
