Manchester is one of the deepest student markets in the UK, but the biggest new schemes are now university-led: around 5,600 beds across Owens Park and Cambridge Halls alone. A private scheme has to show where it sits against that supply, clear Gateway 2 on time and meet a draft Local Plan that wants space for lower-income students.
What is in the Metropolitan Borough of Manchester's PBSA pipeline?
4 purpose-built student accommodation applications were lodged in the 12 months to H1 2026: 0 approved and 4 pending. Applications that state a bed count total 132 beds. Over the same period, 19 applications sought to convert homes into student HMOs.

What drives student housing demand in the City of Manchester?
Four institutions feed the city: the University of Manchester, Manchester Metropolitan University (MMU), the University of Salford and the RNCM, and together they make Manchester one of the largest student cities in the UK. The panel's HESA counts are approximate; what the universities say they need is more useful.
Manchester Metropolitan needs around 5,700 student rooms a year and owns around 2,500, according to Place North West's report on its Cambridge Halls scheme (February 2026). In 2023 Manchester City Council estimated a need for about 750 new student accommodation bedspaces a year to 2030 and identified a 12,500-bed pipeline across 20 sites (Place North West, May 2023). Those figures are three years old and no current students-per-bed ratio is verified, so we treat them as direction only.
What has changed is who is building. Both big universities are now delivering their own student accommodation at scale with institutional partners, which absorbs much of the first-year halls demand that private student living schemes used to rely on. Unite Students has also named the Manchester student market among the top 20 cities it will concentrate on as it shrinks its portfolio (Place North West, July 2026).
Where do PBSA schemes get built across Greater Manchester?
Purpose-built student accommodation in Greater Manchester clusters along one spine, from St Peter's Square down Oxford Road and Wilmslow Road through Rusholme to Fallowfield, with a second market around the University of Salford across the River Irwell.
The Oxford Road Corridor
The spine along Oxford Road, Manchester, and the densest cluster of new proposals. MMU and Unite Students' Cambridge Halls off Cavendish Street (around 2,300 beds) was under construction as at September 2026, with the first 1,000-bed phase through Gateway 2 and due for 2029/30 (Place North West, September 2026). On the former UMIST campus, RG Real Estate lodged plans in June 2026 for 1,041 beds in towers of up to 38 storeys at Plot H, Sister (Place North West, June 2026).
Manchester city centre
Tall, studio-led towers dominate the city centre, from Piccadilly to Deansgate. In the city centre, Fusion Group's 509-bed, 28-storey Fusion Deansgate was handed over in July 2026 for the September intake of students (Place North West, July 2026), and Fusion has tabled a further 818-bed, 39-storey tower on Whitworth Street West (Place North West, June 2026).
Fallowfield
Fallowfield is the traditional second and third-year student suburb, and the site of the largest single scheme in the city: the University of Manchester's £530m, 3,300-unit Owens Park redevelopment, with planning and Gateway 2 secured as at August 2026 and the first 1,000 rooms due in 2028, making Fallowfield the biggest source of new rooms in the city (Place North West, August 2026).
Ardwick
East of the corridor and Piccadilly, where land is cheaper and schemes are smaller. Far East Orchard's 239-studio Apex on Plymouth Grove secured Gateway 2 approval in July 2026 (Place North West, July 2026).
Salford
A separate city and borough, with its own demand around Salford Crescent and Peel Park. A consented 412-bed site at Seaford Road near the University of Salford was reported under offer in August 2026 (Place North West, August 2026), and Orka Investments has applied to extend Riverside House on Blackfriars Road by 98 units (Place North West, September 2026). We found no verified Salford rent or stock data.
How does planning in Manchester, England treat student accommodation?
The adopted policy is Core Strategy Policy H12 (July 2012). It supports new PBSA where it meets ten criteria, prioritises schemes that are part of the universities' plans or delivered in partnership with them, and at criterion 9 requires developers to show either a need for additional student accommodation or a formal agreement with a university or other higher education provider for some or all of the bedspaces (Manchester City Council, Core Strategy, 2012).
Manchester City Council's publication draft Local Plan requires student accommodation to include rooms for lower-income students, and its consultation closes on 28 September 2026 ahead of examination (Place North West, August 2026). We have not verified the exact draft wording.
Next door, Salford has long-standing Article 4 directions on HMOs and has sought to extend them, rejecting nine small-HMO applications or lawfulness requests in autumn 2025 (Place North West, November 2025). Tighter HMO control tends to push students towards managed, purpose-built student accommodation.
Many of the schemes above are towers well over the higher-risk building threshold, so Gateway 2 under the Building Safety Act sits on the critical path. The 2026 approvals for Cambridge Halls, Owens Park and Apex show the route works, but its timing belongs in the programme. Our guide to PBSA planning and use class covers the national position.
How do we fund a student scheme around the University of Manchester?
We arrange every stage, from site bridging to investment debt. Manchester is one of the few regional cities where institutional forward funding is readily available for large schemes: Legal & General agreed to forward fund McLaren Property's £160m, 737-bed Upper Brook Street scheme in December 2025 (McLaren Property, December 2025). Naming a lender or investor here describes the market; it does not mean we have a relationship with it.
- Competing supply: lenders ask how your rents and room types compare with the university-led rooms arriving from 2028, not just with today's stock.
- Gateway 2 timing: the programme must leave room for building safety approval and still reach practical completion before a September intake.
- Affordability: how the scheme answers the draft Local Plan's requirement for lower-income student spaces, and what that does to income.
- Exit: whether a forward funder, a stabilisation lender or an investment buyer will be there at completion.
What do rents and values mean for PBSA in North West England?
StuRents listings put average advertised rents at around £155 per person per week for purpose-built apartments against about £104 for student houses (StuRents, live listings accessed September 2026). That gap of roughly £50 a week is the premium new student accommodation has to justify through location, room types and amenity. Cushman & Wakefield described Manchester as resilient in 2025, with a net loss of beds over five years supporting occupancy and rents (Property Portfolio Investor, October 2025). No verified occupancy figure exists for 2025/26 across the city centre, Fallowfield or the corridor, so lenders rely on each operator's bookings.
For valuation, Knight Frank puts regional prime direct-let yields at around 5.50 to 5.75% (Knight Frank, Q2 2026). Nearby markets face different questions: see Liverpool and Leeds.
