Sunderland is a small student housing market that has grown quickly with its university. The recent activity is conversions of city centre offices and the purchase and refurbishment of existing blocks, not large new towers. Evidence is thin, so lenders will lean on scheme-level data and the operator's track record.

What is driving student demand in the City of Sunderland?
The University of Sunderland has grown its student numbers fast. Its enrolment rose from about 11,000 students in 2016/17 to more than 20,000 in 2022/23, including more than 7,000 international students (Place North East, May 2025). Those figures are for the whole university, which also teaches at a London campus, so they are higher than the approximate HESA count in the panel and not all of that growth is demand on Wearside.
Local developers argue the Sunderland student market is short of rooms, unlike some larger student cities. When Ashbrookes' John Street scheme was approved in May 2025, the company's chief executive described a pressing shortage of student accommodation, and the report stated that current PBSA supply meets only 20% of demand (Place North East, May 2025). We have not found the original source for that 20% figure, so we treat it as a developer's claim rather than an independent measure.
There is no verified Sunderland PBSA rent, occupancy rate or planning policy for student housing, and StuRents lists too few properties to give an average. With a large international share, the market is also exposed to national visa policy.
Where does student housing sit on Wearside?
City Campus
City Campus is the university's main city-side campus and the most direct location for students who want to walk to teaching. Student accommodation in this area competes with the halls and rooms the university provides, so room types and price matter more than scale.
Sunderland city centre
In Sunderland city centre, most recent student accommodation schemes are conversions of older commercial buildings into studio and cluster living. Ashbrookes gained approval to convert an office on John Street into 84 studio apartments in May 2025 (Place North East, May 2025), and an application for 44 one-bed student suites at 61 to 63 Fawcett Street went to committee in March 2024 with officers recommending approval; we have not verified the outcome (Place North East, February 2024). The Sheepfolds regeneration area lies on the edge of the centre.
St Peter's Campus
The riverside campus by the National Glass Centre, on the north bank of the River Wear.
Millfield and Ashbrooke
Millfield's terraced streets near City Campus and Ashbrooke, the residential suburb south of the centre, where some students share houses.
What happens to existing student blocks in Sunderland, England?
The largest recent deal was a purchase, not a new build. MCR Property Group acquired Clanny House, a 629-bed block previously held on a long lease to the University of Sunderland, and was refurbishing it over 14 weeks as at May 2025 (Place North East, May 2025).
That pattern, buying an existing building from or next to a university and repositioning it for the private market, is where much of the finance demand in a city like Sunderland sits. It needs a lender comfortable with a short works programme, a change of operator and a letting cycle that starts almost immediately.
What should a developer check on planning in North East England?
We have not verified any Sunderland HMO Article 4 direction or local plan policy specific to PBSA, so we confirm the position with Sunderland City Council for each site. Office to student conversions like John Street generally need full planning permission, because permitted development covers conversion to ordinary homes, not student accommodation. Any building of at least 18 metres or seven storeys needs Gateway 2 approval under the Building Safety Act before work starts.
How do we finance a student scheme in Tyne and Wear?
Compared with the big universities and cities on our other pages, most Sunderland student accommodation deals are small to mid-sized, so we approach the lenders that fund conversions, refurbishments and acquisitions at that scale. Lenders will look for rent evidence at your price point, the cost and programme of the works, the operator, and how each room type sits against the halls and rooms the university provides in the area.
