Newcastle has a growing student population, a busy consent pipeline and a university building 2,000 beds of its own with Unite Students. The council counts PBSA towards its housing supply, which keeps it supportive in principle, but committee votes on tall city centre schemes can be close. Lenders will ask how a new scheme competes with Castle Leazes from 2028.
City-level detail, including sales in the student postcodes and lending by type of lender, is in the H1 2026report on our sister site: Newcastle upon Tyne student accommodation report. For the national picture and trends, see the UK PBSA market report, H1 2026.
How much student demand is there in the City of Newcastle upon Tyne?
Two universities, both close to the city centre, drive the Newcastle student market, and their students want to live within walking distance of teaching. Place North East puts the combined student population at around 60,000, up about 20% since 2014/15 (Place North East, February 2026); the council's own figures, citing HESA, recorded 56,395 students at the two universities in 2019/20 (Newcastle City Council, September 2025).
The council estimates that 25% of full-time students now live in purpose-built student accommodation, against 16% in communal establishments at the 2011 Census (Newcastle City Council, September 2025). That is a large shift, and it still leaves most students living elsewhere, including the shared houses of Jesmond, Heaton and Fenham, a market of students a well-priced student living scheme can draw from. Unite Students has named Newcastle among the top 20 cities it will focus on (Place North West, July 2026).
There is no verified city-wide occupancy rate, average rent from a research house or students-per-room ratio for Newcastle student accommodation, so we build each case from scheme evidence.
Where is PBSA being built in Newcastle?
Purpose-built student accommodation in Newcastle upon Tyne is concentrated in and around the city centre, close to Newcastle University and Northumbria University, with shared houses in Jesmond and Heaton as its main competition.
Castle Leazes
Next to Leazes Park and the university, the site of the biggest student accommodation scheme in the city: a Unite Students and Newcastle University joint venture student village of around 2,000 rooms, consented in May 2025, with cores rising in April 2026 and due for the 2028/29 academic year (Newcastle University).
Newcastle city centre
Haymarket, Barras Bridge and the civic quarter are the main areas for private student accommodation, and hold most current planning consents. Hanro's 13-storey Percy House on Leazes Park Road, for up to 432 rooms, mostly studios with some cluster rooms and accessible studios, was approved in February 2026 (Place North East, February 2026). Argon's 507-bed scheme on the Hadrian House site was approved by four votes to three on 4 September 2026 (Architects' Journal, September 2026). A 350-bed scheme on St James Boulevard was listed as under construction at the 2024/25 year end (Newcastle City Council, September 2025).
The former Tyne Brewery site
Downing's 400-bedspace PBSA on the former Scottish & Newcastle brewery land secured Gateway 2 building safety approval in late 2025, as reported in January 2026 (Place North East, January 2026).
Jesmond and Heaton
Jesmond is the established student and professional suburb, and Heaton the large shared-house market east of it, where many second and third-year students live. This private rented housing is the competition for every student accommodation scheme.
Shieldfield and Sandyford
East of the centre and next to Northumbria University's city campus, a newer location for PBSA.
How does the council in Tyne and Wear's core city treat student housing?
Newcastle counts committed PBSA towards its housing land supply, at a locally derived ratio of 3.1 bedspaces per dwelling released (studios count one for one), rather than the national Housing Delivery Test ratio of 2.5 (Newcastle City Council, September 2025). On that basis it recorded around 600 dwelling-equivalent units of student accommodation delivering in 2025/26 and 2,147 over 2025 to 2030.
Student accommodation is also liable for the Community Infrastructure Levy. The November 2016 charging schedule set £50 per square metre for PBSA in the Newcastle Central Area and Commercial Zone 2, and £0 in Commercial Zone 3; the council lists the indexed 2026 rate as £72.73 per square metre (Newcastle City Council). That is a real cost line in any appraisal. Counting PBSA as housing gives the council a reason to support schemes, but consent is not automatic: the 4 to 3 vote on the Hadrian House site shows how close committee decisions on tall buildings can be. We have not verified Newcastle's current HMO Article 4 position or any PBSA-specific local plan policy, so we check both for each site. Any scheme of at least 18 metres or seven storeys also needs Gateway 2 approval.
What do rents across Tyneside mean for a scheme?
StuRents listings put the average rent at about £108 per person per week for purpose-built student rooms and £83 for a room in a student house before bills (StuRents, accessed September 2026). A room in private student accommodation therefore carries a premium of around £25 a week, which has to be earned through location, room types and facilities. StuRents has also shown a Newcastle en-suite whose weekly rent rose from £190 to £200 as the contract shortened from 51 to 44 weeks, so the annual contract value fell by 9.2% (StuRents, April 2025). Tenancy length matters as much as the weekly rent when a lender underwrites student living income.
How do we fund student accommodation in North East England?
We arrange development finance for consented schemes, forward funding for larger ones, and stabilisation and investment debt once a building is let. In Newcastle, lenders will focus on three things: how the scheme competes with Castle Leazes from 2028/29, the Gateway 2 timetable for tall buildings, and whether studio-heavy consents like Percy House match what students can pay when the average purpose-built room lets at around £108 a week.
