In short

Glasgow had the highest ratio of students to purpose-built beds of the 20 UK markets Savills studied, and new schemes are still being built. But rents dipped slightly in 2025/26, and Scotland runs its own tenancy, planning and building rules. A lender will want a scheme that fits the Scottish framework, not an English template.

What drives student demand across Greater Glasgow?

Three universities sit within a couple of miles of each other. The University of Glasgow is based at Gilmorehill in the West End, the University of Strathclyde in the city centre, and Glasgow Caledonian University at Cowcaddens, alongside the Glasgow School of Art and the Royal Conservatoire of Scotland. Together they make Glasgow a large, multi-university student market.

Savills found 3.8 full-time students for every PBSA bed in Glasgow, the highest ratio of the 20 markets it studied, ahead of London at 3.6 (Savills, April 2024). Scotland's other major PBSA market is Edinburgh. That shortage of purpose built student accommodation is why investors keep building here, and in many cases why a new project on a good site can still attract funding. The picture is not one-way, though: Knight Frank reported marginal rent declines in Glasgow in 2025/26, alongside Sheffield, Nottingham and Leeds (Knight Frank, 2025/26). High demand on paper has not stopped competition between schemes at the top of the market.

Where is student housing built in the City of Glasgow?

Purpose-built student accommodation in Glasgow follows its three universities, from the West End around the University of Glasgow to the city centre near Strathclyde and Glasgow Caledonian University.

The West End

Around the University of Glasgow's Gilmorehill campus. Tenement flats here have long housed returning students, and the university's own residences sit nearby. For 2026/27, a standard single room in Murano Street Student Village or Cairncross House costs £168 a week (University of Glasgow, accessed September 2026).

Finnieston

The riverside between the West End and the centre. Yorkhill, with South Partick, is one of the council's restricted areas for further student accommodation (Scottish Housing News, June 2021), so new private schemes here face a high bar. The university's en-suite singles at Kelvinhaugh Gate and Queen Margaret Residence cost £209.51 a week for 2026/27 (University of Glasgow, accessed September 2026). On this stretch of the river, Unite Students is building its 934-bed Central Quay project for the 2027/28 academic year, describing it as well located for the University of Glasgow and forecasting a 7.4% yield on cost (Unite Group, July 2026).

Charing Cross

On the western edge of the centre, between the city and the West End. Watkin Jones won approval in August 2024 for The Àrd on India Street, a 784-bed, 36-storey scheme of en-suite rooms and studios that it describes as set to be the tallest residential building in Scotland (Watkin Jones, August 2024).

Glasgow city centre and the Merchant City

Close to Strathclyde and within walking distance of Caledonian. Savills obtained approval in April 2026 for 259 student beds on Cadogan Street, near George Square (Global Student Living, April 2026). City-centre schemes suit students who want to live near the main railway stations, shops and nightlife, and they compete directly with university residences on price.

Cowcaddens and Townhead

The north side of the centre, next to Glasgow Caledonian University and the Royal Conservatoire. Despite the closeness to two institutions, Glasgow City Council's student accommodation guidance, approved in June 2021, named Cowcaddens and Townhead as a restricted area where further student accommodation will not be supported (Scottish Housing News, June 2021). A site here needs a strong planning case before any lender will look at it.

What is different about PBSA in Glasgow?

Glasgow schemes sit under Scottish law, so several English assumptions do not apply. In overview:

  • Tenancies: the Renters' Rights Act 2025 tenancy reforms apply in England only. In Scotland, the Private Housing (Tenancies) (Scotland) Act 2016 says a student let cannot be a private residential tenancy where the landlord is an institutional provider, the building was given planning permission for use mainly as student housing, and the landlord's properties together include at least 30 bedrooms (Private Housing (Tenancies) (Scotland) Act 2016, Schedule 1, paragraph 5).
  • Planning: Scottish planning follows National Planning Framework 4, and Glasgow adds its own student accommodation guidance, which requires a statement of need, a management plan, minimum space standards and, on larger sites, mixed tenure, and which restricts further student schemes in South Partick, Yorkhill, Cowcaddens and Townhead (Scottish Housing News, June 2021; Lichfields, January 2021). Policy 16 supports new homes that address identified gaps in provision, and lists homes for people undertaking further and higher education (Scottish Government, NPF4, 2023). Student accommodation is generally treated as sui generis under the Scottish Use Classes Order (Lichfields, March 2023).
  • HMOs: Scotland licenses HMOs under the Housing (Scotland) Act 2006, which applies to smaller shared houses than England's mandatory scheme.
  • Building safety: the Building Safety Act's Gateway 2 regime for higher-risk buildings applies in England; Scotland has its own building standards system.

For lenders, the practical point is that the tenancy form, the planning consent and the building warrant all need Scottish legal input. See our overview of PBSA finance across Scotland.

How do we fund a student scheme in the Glasgow City Council area?

Glasgow attracts institutional capital and specialist lenders. In April 2026, Secure Trust Bank Real Estate Finance provided a £44.3m three-year refinance and stabilisation loan to Prescient Capital across three PBSA assets, including Clyde Court in Glasgow (Property Reporter, April 2026). When we arrange finance here, lenders tend to test: Naming a lender or investor here describes the market; it does not mean we have a relationship with it.

  • Location and need: walking distance to the University of Glasgow, Strathclyde or Caledonian, outside the restricted areas, with a statement of need that shows the scheme will not add to oversupply.
  • Price point: with rents dipping at the top of the market, where studio accommodation for students is most exposed, how the scheme's rent compares with university residences at £168 to £209.51 a week.
  • Tenancy structure: whether lets fall outside the private residential tenancy regime, which affects how the income behaves.
  • Competing supply: new schemes such as Central Quay opening into the same market.

All lending is subject to status, valuation and lender criteria. For the rest of the UK market, see Newcastle and Manchester.

What does the market say about student living in Glasgow, UK?

Unite classes Glasgow among its major regional markets (Unite Group, February 2026), and it remains one of the cities the largest UK operator is still developing in. Knight Frank puts regional prime direct-let yields at around 5.50 to 5.75% (Knight Frank, Q2 2026).

We found no verified Glasgow-wide occupancy figure for 2025/26 or a current count of PBSA beds, so lenders rely on each operator's bookings and on comparable schemes. The high students-per-bed ratio supports the long-term case; the 2025/26 rent dip is a reminder that price and location still decide whether a building fills.

Questions

What is classed as purpose-built student accommodation?
Purpose-built student accommodation is housing designed and managed for students, usually en-suite rooms in cluster flats or studio apartments, let by the room for the academic year. In Scotland, qualifying PBSA lets fall outside the private residential tenancy regime.
Does the Renters' Rights Act apply to student accommodation in Glasgow?
No. The Renters' Rights Act 2025 tenancy reforms apply in England. In Scotland, the Private Housing (Tenancies) (Scotland) Act 2016 excludes student lets by institutional providers in purpose-built buildings with at least 30 bedrooms from the private residential tenancy regime.
Is purpose-built student accommodation in Glasgow a good investment?
Glasgow had the highest students-per-bed ratio of the markets Savills studied, but rents dipped slightly in 2025/26 and new supply is coming. The case depends on location, price and the Scottish legal structure. See is PBSA a good investment? This is market commentary, not investment advice.
