Where is the student accommodation market in Scotland, UK?
Scotland's PBSA market is led by Glasgow, where Savills found 3.8 full-time students for every purpose-built bed, the highest ratio of the 20 UK markets it studied (Savills, April 2024). Edinburgh, Aberdeen, Dundee and St Andrews are the other main university markets. We arrange finance in all of them; Glasgow is the city we cover in most detail on this site.
Demand is strong but not uniform. Knight Frank reported marginal rent declines in Glasgow in 2025/26 (Knight Frank, 2025/26), and HEPI named Edinburgh among the cities with high void rates in private PBSA that year (HEPI, April 2026). Unite, the largest UK operator, classes Edinburgh as a prime regional market and Glasgow and Aberdeen as major regional markets (Unite Group, February 2026), and it is building a 934-bed scheme at Central Quay in Glasgow for 2027/28 (Unite Group, July 2026).
How is the law on PBSA different in Scotland?
- Tenancies. The Renters' Rights Act 2025 tenancy reforms apply in England only. Under the Private Housing (Tenancies) (Scotland) Act 2016, a student let cannot be a private residential tenancy where an institutional provider lets purpose-built student housing and its properties together include at least 30 bedrooms (Schedule 1, paragraph 5). Smaller schemes and shared flats can fall inside the regime.
- Planning. National Planning Framework 4 governs planning in Scotland. Its Policy 16 supports new homes that address identified gaps in provision, including homes for people undertaking further and higher education (Scottish Government, 2023). Student accommodation is generally treated as sui generis under the Scottish Use Classes Order (Lichfields, March 2023). Councils add local guidance: Glasgow requires a statement of need and restricts further student schemes in South Partick, Yorkhill, Cowcaddens and Townhead (Scottish Housing News, June 2021).
- HMOs. HMO licensing in Scotland is set by the Housing (Scotland) Act 2006, separately from the English regime.
- Building standards. Scotland has its own building standards system; the Building Safety Act's Gateway 2 process for higher-risk buildings applies in England.
The 30-bedroom test matters for finance. A scheme that falls outside the private residential tenancy regime can let on fixed academic-year terms, which is the income profile PBSA valuations and loans are built on.
How do we finance student housing in Scotland, United Kingdom?
We arrange every stage, from site bridging to long-term investment debt. Lenders active in the UK market also lend in Scotland: in April 2026, Secure Trust Bank Real Estate Finance provided a £44.3m refinance and stabilisation loan across three PBSA assets including Clyde Court in Glasgow (Property Reporter, April 2026). Naming a lender here describes the market; it does not mean we have a relationship with it.
Scottish loans need Scottish legal work: security is taken under Scots law, and the tenancy structure, planning consent and building warrant are all checked against the Scottish rules. Indicative development debt runs at 60 to 70% loan to cost and term debt at 55 to 65% LTV, subject to status, valuation and lender criteria.
