Clearing and international banks lend on large, stabilised or institutional schemes; specialist banks cover mid-sized development finance, bridging and investment loans; debt funds take higher-risk development finance, stabilisation and higher leverage; insurers and institutions lend long on prime assets. Naming a lender here describes the market; it does not mean we have a relationship with it.
Who lends on purpose-built student accommodation?
PBSA lenders are the banks, funds and institutions that provide debt secured on student accommodation, from site bridging through development finance to long-term investment loans. Appetite is broad: the Bayes Business School commercial real estate lending survey found 66% of lenders financing prime student housing and 46% offering student housing development finance (Bayes Business School, mid-year 2024). Lender appetite is deepest in England, and a smaller group of lenders also finances schemes in Scotland and Wales.
Naming a lender here describes the market; it does not mean we have a relationship with it. Every example links to the lender's own public page or a published deal report. We are an arranger and introducer, not a lender, and all terms are subject to status, valuation and lender criteria.
What do clearing banks and international banks fund in student housing?
Clearing and international banks lend on large schemes with institutional sponsors, usually as senior debt on stabilised assets or as development finance with strong equity behind it.
| Lender | Public example | Stage |
|---|---|---|
| NatWest | £190m green development loan to urbanest, Vauxhall, 897 beds (September 2026); £110m+ refinance of three GSA assets (October 2024) | Development finance and investment |
| Standard Chartered | £250m to Dominus and Cheyne Capital for 65 Fleet Street, 875 rooms (May 2026) | Development finance |
| MUFG | Lead arranger on Blackstone's £562m iQ Student Accommodation refinancing (May 2026) | Investment |
These loans suit PBSA investment finance and refinance at scale. Listed operators also borrow unsecured: Unite Group, for example, has bonds outstanding under a £2bn programme (Unite Group).
Which specialist banks offer PBSA development and investment loans?
Specialist and challenger banks cover the mid-market: development finance, bridging and term loans for regional developers and investors and for owner-operators. Like the clearing banks, they are deposit-taking banks authorised by the Prudential Regulation Authority and regulated by the Financial Conduct Authority and the Prudential Regulation Authority, which shapes how much capital they must hold against development finance.
| Lender | What it publicly offers or has funded |
|---|---|
| Shawbrook | Student accommodation development finance product; separately, a PBSA investment range launched May 2026 |
| United Trust Bank | PBSA funding from acquisition through development and stabilisation to investment (September 2025) |
| Cambridge & Counties Bank | Purchase, refinance and equity release on PBSA and house in multiple occupation portfolios |
| Hampshire Trust Bank | PBSA investment lending (2023); £12.5m bridge on a Nottingham site with PBSA consent |
| Secure Trust Bank | £44.3m refinance and stabilisation of three PBSA assets (April 2026) |
| Investec | £47m investment refinance of a London PBSA scheme (June 2026) |
| OakNorth | £16.1m acquisition loan for an Elephant & Castle PBSA site (April 2025) |
| Paragon | Development and stabilisation funding on a £32m Cambridge scheme (January 2025) |
| InterBay | £15m refinance of 65 PBSA studios (case study) |
This is the core market for PBSA development finance on schemes of a few hundred beds, and for bridging finance on sites held through planning.
What do debt funds and non-bank lenders take on?
Debt funds lend where banks will not: higher leverage, faster execution, development finance carrying construction risk, and the letting-up period after completion. Pricing is higher to match.
| Lender | Public example |
|---|---|
| Maslow Capital | PBSA stabilisation facility on three assets; £116.6m Wembley development loan, 609 beds (February 2026) |
| Nuveen | £151m green senior loan refinancing urbanest Battersea (May 2025) |
| LaSalle | £100m refinance of Pavilion Court, Wembley (January 2025) |
| Atelier | PBSA development loan product; £32.7m Canterbury refinance and refurbishment (March 2026) |
| Downing Property Finance | £47.5m of PBSA development lending across three loans (May 2026) |
| Puma Property Finance | Stabilisation finance, including a £14m facility on a Belfast PBSA scheme |
| Pluto Finance | £12.5m Leeds bridge-to-development loan for a PBSA conversion (December 2024) |
| Zorin Finance | £65m refinance of a PBSA-led mixed-use scheme in Oxford |
| Assetz Capital | Development finance product for student accommodation |
Funds are the natural home for stabilisation finance, bridging a new block from practical completion to a proven first year.
How do insurers and institutional lenders approach PBSA debt?
Insurers and institutional investors lend long and low on prime assets, or fund the build outright in return for owning the finished scheme.
- Aviva Investors provided a green development loan for a 283-bed Elephant & Castle scheme (May 2026), and with M&G extended a £350m urbanest investment facility by £100m (2019).
- L&G agreed to forward fund McLaren Property's 737-bed, £160m Upper Brook Street scheme in Manchester (December 2025).
That second route is forward funding: the investor pays for construction and takes the completed asset, replacing development finance altogether.
What lending criteria do PBSA funders apply to a project?
Whatever the lender type, PBSA credit decisions turn on the same handful of tests. The lender type changes how strictly each is applied and how much leverage follows.
| Test | What funders look at |
|---|---|
| Sponsor | Track record on student accommodation or comparable projects, and equity in the deal |
| Operator | An experienced operator, ideally with code of practice membership under the Renters' Rights Act regime |
| Location | Walking distance to campus, city supply and demand, and letting evidence |
| Planning and safety | Consent, Section 106 occupancy terms and, for tall buildings, Gateway 2 approval |
| Income | Direct let evidence or a university nomination agreement, and the occupancy record behind it |
| Leverage and cover | Loan to cost or GDV on development finance; loan to value, interest cover or debt yield on investment asset funding |
Indicative bands, all subject to status, valuation and lender criteria: development finance at 60 to 70% of cost, capped at 60 to 65% of GDV; stabilisation at 60 to 70% of value; investment property finance at 55 to 65% LTV. Pricing is set over SONIA or the swap rate according to leverage, stage and sponsor. The benefit of approaching several lender types, rather than one, is that each prices the same business plan differently.
Where does mezzanine and stretch senior finance fit?
Mezzanine debt sits behind the senior loan and ahead of equity, taking total borrowing up to 80 to 85% of cost on a combined basis. It is provided mainly by debt funds and private credit investors; some senior lenders, such as Atelier, say they will consider third-party mezzanine alongside their loan. Stretch senior combines both layers in one facility. Mezzanine is priced well above senior debt, and the intercreditor agreement matters as much as the rate.
See our mezzanine and JV equity page for how the capital stack is structured.
